The buildings presently standing on Fair Street below Liberty Street date from 1840 to 1890. The homes at 19 and 21 Fair Street were built between 1851 and 1872.

In 1872, Isaac C. Clement owned 21 Fair Street. Clement owned a grocery at Market Square.
